Rules of Engagement 2 builds on its predecessor's space-command formula with a larger and more sophisticated strategic experience. Players manage fleets, plan operations, assign ships, and engage hostile forces while dealing with the complications of a futuristic military campaign. The emphasis remains firmly on command rather than arcade shooting, requiring players to think several steps ahead and understand the strengths and weaknesses of their forces. Success depends on preparation as much as battlefield decisions, and a poorly planned mission can become expensive very quickly. The sequel is aimed squarely at strategy fans who enjoy detailed simulations and do not mind learning a complicated interface. Rules of Engagement 2 essentially asks whether you have what it takes to command a space fleet. If the answer is yes, congratulations. If the answer is no, several thousand tons of starship are about to make the point.
