DMA Design Limited developed the DOS science fiction rpg game Hired guns in 1993. Hired guns is currently abandonware, runs on DOS and can be played in a 1st person, 3D perspective in single player, multiplayer (same or split screen) modes. It's available for download.

Interestingly enough, there were strange devices called "Psionic Amps" that could be used to create strange effects on the player or on the world around them - i.e. a Psionic Amp could be used underwater to create an area of air so the player could breathe.
