Hooligans: Storm Over Europe is not interested in subtlety. The gameplay mixes strategy with a surprising amount of micromanagement, as you direct your rowdy crew through increasingly chaotic scenarios. It is controversial, messy, and oddly compelling, like watching a train wreck you cannot look away from. It is not for everyone, but it certainly leaves an impression—whether that impression is positive is another matter entirely.
