The Global Dilemma: Guns or Butter is a strategy game built around one of humanity's oldest political questions: should you spend your resources on military power or on keeping everyone reasonably happy? The answer, naturally, is complicated. Players manage a country, balancing economic development, military strength, resources, and political considerations while dealing with the consequences of their choices. The game is deliberately more thoughtful than action-oriented, asking players to consider trade-offs rather than simply rewarding aggressive behavior. Its presentation is functional and information-heavy, which suits the subject but may take some getting used to. The title sums up the central problem neatly, although anyone who has ever managed a national budget will know that the real answer is usually “somehow both.” It is an interesting example of early computer strategy that turns economics and geopolitics into a surprisingly demanding puzzle.
